The 1st Technical Coordination & Steering Committee Meetings of the Project on the Development of Sustainable Date Palm Production Systems in the GCC Countries of the Arabian Peninsula was held at ICARDA’s Headquarters in Aleppo, Syria, during the period 18-19 May 2005. The Agenda of the Meetings is attached (Appendix 1). The following representatives of the GCC countries and ICARDA were present in the Meetings:

Technical Coordination Committee Meeting
On Wednesday 18 May, the joint TC/SC was inaugurated by Prof. Dr. Adel El-Beltagy, DG, ICARDA and H.E. Khalfan Al Naibi, Undersecretary, MAF, Oman. This was followed by an introductory presentation by Dr. Mohamed Aaouine, the Date Palm Specialist for the Project. The Meeting discussed the priorities and activities of the Date Palm Project for the 1st year (July 1, 2005-June 30, 2006) as expressed in the following workplan.
A. Problem-Solving Research • Propagation & Crop Management, Information Collection and Dissemination • Crop Protection & IPM, IPM / Biological Control • Post Harvest, Marketing and processing, Information gathering for technology packages in collaboration with UC Davis. • Biotechnology and Germplasm conservation. Finger Printings, Sexing, Biotic Stress Resistance, Gene Mapping. • Information Technology & Expert System, Expert System + Data Base on Technology Packages
B. Technology Transfer • Survey and Identification of Technology developed regionally and Internationally • Develop work plan for Technology dissemination with GCC countries • Publications and leaflets on technology packages
C. Capacity Building The meeting realized the need for capacity building particularly in the fields of expert systems and biotechnology to strengthen the capacity of the GCC young scientists to cope with recent and new developments in these two important fields. It was agreed to conduct the following training courses:

The TC/SC Meetings discussed the necessity and urgency for Dr. Mohamed Aaouine’s visit to the six GCC countries in order to define the specific research priority areas for each of the GCC countries from the following research domains:
Dr. Aaouine Mohamed, Date Palm specialist, will undertake his first visits to the GCC countries during the second half of June 2005 for two weeks duration.
In order to speed up the process, it was agreed that representatives of the Date Palm Project from the GCC Countries attending these meetings would take the necessary actions to facilitate issuance of appropriate visas for Dr. Aaouine to undertake this important assignment. Letters to the Ministers of Agriculture of the six GCC countries were issued by the Director General of ICARDA to be hand carried by the participants of these meetings.
Steering Committee Meeting It took place on May 19, 2005. According to the attached Agenda (Appendix 1) after reviewing the proposed work plan, the Committee unanimously adopted the work plan and all the agenda items’ 1-4.
concerning Agenda Item 6, the Committee agreed to hold the next TC and SC meetings in Muscat, Oman from 4-6 January 2006. The TC Committee will meet the first 2 days and the SC on the 3rd day.
Regarding Agenda Item 5, H.E. Mr. Khalfan Al Naibi, Under Secretary, Ministry of Agriculture & Fisheries, Oman, expressed the willingness of Oman to host the Date Palm Specialist at the Agricultural Research Center at Al-Rumais. It was also agreed that this issue will be shared with other GCC countries for their reaction and approval. |

اجتماع لجنة التنسيق الفني افتتح الأستاذ الدكتور عادل البلتاجي، مدير عام إيكاردا وسعادة السيد خلفان الناعبي، وكيل وزارة الزراعة الثروة السمكية في عُمان يوم الأربعاء 18 أيار/مايو اجتماع اللجنتين الفنية والتوجيهية، حيث أعقب ذلك عرض قدمه الدكتور محمد عويني، خبير النخيل في المشروع. وقد بحث الاجتماع في أولويات وأنشطة مشروع النخيل في عامه الأول (1 تموز/يوليو 2005 ولغاية 30 حزيران/يونيو 2006)، وذلك كما جرى توضيحه في خطة العمل.
أ - بحوث لحل المشكلات التي تظهر على الساحة
ب- نقل التقانات
جـ- بناء القدرات أدرك الاجتماع الحاجة إلى بناء القدرات، لاسيما في مجالي النظم الخبيرة والتقانات الحيوية وذلك لتعزيز قدرات العلماء الشباب في مجلس التعاون والتماشي مع آخر التطورات في هذين المجالين المهمين. وجرى الاتفاق على إجراء الدورات التدريبية التالية:
1- النظم الخبيرة (إيكاردا/CLAES) يجري في القاهرة خلال عام 2005 2- تقانات المؤشرات الجزيئية (إيكاردا/مجلس التعاون): يجري إما في إيكاردا أو في أحد المختبرات المتقدمة الموجودة في بلدان مجلس التعاون خلال عام 2005 وقد ناقش اجتماعا اللجنة الفنية/اللجنة التوجيهية الحاجة الملحة لإجراء الدكتور محمد عويني زيارة إلى بلدان مجلس التعاون الستة لتحديد الأولويات البحثية الخاصة بكل بلد من هذه البلدان في المجالات التالية: 1- إكثار المحصول وإدارته 2- وقاية المحصول والإدارة المتكاملة للآفات 3- معاملة ما بعد الحصاد، والتسويق، والتصنيع إذ سيجري الدكتور عويني، خبير النخيل، الزيارة الأولى له إلى بلدان مجلس التعاون خلال النصف الثاني من حزيران/يونيو 2005 لمدة أسبوعين. وتسريعاً للعملية، تم الاتفاق على أن يقوم ممثلو مشروع النخيل في بلدان مجلس التعاون الذين حضروا الاجتماع بالإجراءات الكفيلة بتسهيل الحصول على التأشيرات (الفيزا) للدكتور عويني من أجل القيام بهذه المهمة. كما أعد المدير العام رسائل إلى السادة وزراء الزراعة في البلدان الستة ليصار إلى تسليمها لهم باليد من قبل المشاركين في هذا الاجتماع.
اجتماع اللجنة التوجيهية انعقد اجتماع اللجنة التوجيهية في 19 أيار/مايو 2005. ووفقاً لجدول الأعمال المرفق (الملحق 1)، اعتمدت اللجنة بالإجماع خطة العمل وكذلك كافة بنود جدول الأعمال بعد مراجعتها. وبالنسبة للبند رقم 6 من الأجندة، فقد اتفقت اللجنة على عقد الاجتماع التالي للجنتين الفنية والتوجيهية في مسقط، عُمان، خلال الفترة 4-6 كانون الثاني/يناير 2006. حيث ستجتمع اللجنة الفنية أول يومين، بينما تجتمع اللجنة التوجيهية في اليوم الثالث. وفيما يتعلق بالبند 5 من الأجندة، أعرب سعادة السيد خلفان الناعبي، وكيل وزارة الزراعة والثروة السمكية في عمان عن رغبة عمان في استضافة خبير النخيل في مركز البحوث الزراعية بالرميس. كما تم الاتفاق على عرض هذه القضية على سائر دول مجلس التعاون لأخذ رأيها والحصول على الموافقة اللازمة.
