A regional workshop on Agricultural Research Systems and Strategies in the GCC countries was organized by ICARDA-APRP in collaboration with Gulf Cooperation Council (GCC) at ICARDA Headquarter on 23 - 25 February 2004. The workshop was in response to requests by GCC countries for analyzing the agricultural research systems and strategies. In the opening address, Dr. Ahmed Moustafa APRP regional coordinator welcomed the participants from Bahrain, Emirates, Kuwait, Oman, Qatar, Saudi Arabia and GCC general secretariat and highlighted the workshop program. Mr. Hilal Ambusaidi, Director, Agriculture and Water, GCC also welcomed the participants and appreciated the support of ICARDA for organizing the workshop. He emphasized the importance of the workshop indicating that the General Secretariat of the GCC will be looking forward for the outcome of the meeting.

Prof. Dr. Adel Beltagy, ICARDA Director General in his inaugural address welcomed the participants and expressed the urgent need for ICARDA Scientists from 42 different nationalities and background to work hand in hand with NARS. Dr. El Beltagy said, “Agricultural research strategies are vital for agricultural development in any country in the world-we are suffering from lack of policy in agricultural sector. A dialogue should be initiated with policy makers, and for this, nothing is better than having a strategy in hand to show what will be the outputs and what will be the costs.. The DG then spoke about the challenges facing the dry areas (global warming), which will get even drier and the need to develop the tools to help us handle the scenario. “In our region many farmers need support, and we should not feel shy of supporting them-not through subsidy but through the multifaceted nature of Agriculture or heritage,” said Dr. Al Beltagy. In the 27-years of its existence, over 30 donors supported ICARDA. Over the years those donors were enquiring why the Arab and Islamic world were not supporting ICARDA! The DG expressed appreciation that the GCC has now become a member of the CGIAR.

Dr. William Erskine ADG - Research in his presentation spoke on research priorities establishing a system for research, the challenges facing agriculture and the activities by ICARDA for the Arabian Peninsula. He gave examples of new tools of science (GIP/GPS, Biotechnology/Genetic Engineering, Advanced Artificial Intelligence/Computer Expert System). He spoke of ICARDA’s strengths (Gene Bank of over 130 thousand accessions, of immense value at times of crises). He gave an example of the successful collaboration between ICARDA/NARS quoting Syria, which he said has attained self-sufficiency in wheat production and became an exporter. Bangladesh is another example, where two third of the lentil import is now replaced by local production with a saving of 13 million dollars per annum. The work on biological control of sun pest on wheat is of great importance to turkey, Iraq, Uzbekistan and North African countries. A similar approach can be useful for red weevil on date palm in the Arabian Peninsula.

Dr. Gazi Hariri, a workshop moderator, explained the workshop objectives and how he would like to guide the workshop. He detailed the objectives as follows: 1) Discuss the current status of NARS in the six GCC countries, 2) Discuss and develop a project proposal for developing collaborative research; and 3) Develop a common understanding on managing inter-country collaborative research. Dr. Hariri also presented the common factors in GCC countries for regionalizing the research activities. These include:a) A common natural resource base and common problems; b)Common problems in crop and livestock management and technology; c)Common goals and objectives in food self-reliance and sustainable agriculture; and d) common background in shared culture or political history.

During the three day workshop representatives from GCC countries (Bahrain, Emirates, Oman, Qatar and Saudi Arabia) presented the agricultural research status and structure in their countries. The presentations were followed by discussions on the proposal for developing the collaborative research within GCC countries. At the end of the 3-day meeting the workshop came up with the following recommendations: The moderator Dr. Gazi Al Hariri is to prepare his (phase 1) report, which will consist of data analysis for the individual countries, indicating weaknesses and strengths of the current research systems of the member countries. This is to be followed by a draft proposal from ICARDA on joint agriculture research for the GCC countries. The directorate of Agriculture and water in the GCC will maintain close links with ICARDA during the preparation of the project proposal.

A special tour was organized for the participants of different departments, laboratories and units in ICARDA. These included: HRDU; ICARDA Library & Information Management; Computer Lab; Photo Library; Art Unit; Biotechnology Lab; Virology Lab; Grain Quality lab; Soil Fertility Lab; Pathology Lab; GRU & Gene Bank; Farm Machinery & Greenhouses; Entomology Lab; GIS Lab; Seed Health Lab; Seed Unit and Sheep Unit.

 

   
 

محضر اجتماع ورشة عمل تقييم  وإعادة هيكلة االبحوث الزراعية

في دول مجلس االتعاون لدول الخليج العربية

بناءً على طلب لجنة التعاون الزراعي خلال اجتماع اللجنة الخامس عشر في دولة قطر أكتوبر 2003  بتكليف المركز الدولي للبحوث الزراعية في المناطق الجافة (إيكاردا) لتقييم الوضع القائم بمراكز البحوث الزراعية في دول المجلس بغرض تطويرها ورفع قدراتها وتحقيق التعاون المشترك في البحوث الزراعية، انعقدت ورشة العمل لتقييم و إعادة هيكلة البحوث الزراعية بدول مجلس التعاون لدول الخليج العربية في الفترة من 23-25 فبراير 2004، في مقر إيكاردا بحلب، سوريا. وحضرها مندوبو دول المجلس بالإضافة إلى الأمانة العامة وإيكاردا حيث افتتح الورشة سعادة الدكتور عادل البلتاجي مدير عام إيكاردا وأوضح من خلال كلمته أهمية هذه الورشة بالنسبة لدول المجلس وتطرق إلى التعاون القائم بين دول المجلس وإيكاردا وأهمية تعزيزه وتطويره خصوصا بعد انضمام الأمانة العامة لدول المجلس إلى عضوية المجموعة الاستشارية الدولية للبحوث الزراعية CGIAR)) ولقد تم خلال فترة انعقاد الورشة طرح ومناقشة الأوراق التي قدمتها دول المجلس حيث تطرقت هذه الأوراق القطرية إلى الوضع القائم للمراكز البحثية وإلى طموحات دول المجلس من هذه الورشة للخروج بمشروع متكامل وواضح يحقق الأهداف التي من أجلها عقدت الورشة ومن خلال الأوراق التي نوقشت و المداخلات الجماعية توصل المجتمعون إلي ما يلي:

1.   تكليف الدكتور غازي حريري (الخبير المكلف بإعداد مقترح المشروع من قبل إيكاردا) بإعداد تقرير المرحلة الأولى والمشتمل على تحليل البيانات المرسلة من دول المجلس وتحديد مواطن القوة والضعف في النظم البحثية الحالية، على أن يتم استكمال البيانات المطلوبة من الدول التي لم تستوفي تلك البيانات وذلك من خلال الأمانة العامة لمدة لا تتجاوز الأسبوع، ثم إرسال التقرير في صيغته النهائية خلال ثلاثة أسابيع من تاريخ الاجتماع الى الامانة العامة لدول المجلس.

2.   تقوم إيكاردا بإعداد مسودة المشروع المقترح والذي يشمل الخطة التنظيمية والمراحل التنفيذية لأولويات البحوث الزراعية المشتركة لدول المجلس، على أن ترفع للأمانة العامة لدول المجلس في موعد غايته نهاية شهر يونيو 2004.

3.   التأكيد على قيام ادارة الزراعة والمياه بالأمانة العامة لمجلس التعاون بمتابعة مراحل إعداد مسودة المشروع وتسهيل الاتصال بين إيكاردا والمختصين بدول المجلس.
